Is it worth having a state-imposed 40% reduction of heart attacks just to appear "health-minded"?

"When Helena, Montana implemented a 100% smokefree law, heart attack admissions in the local hospital dropped by 40%, and rebounded when a court suspended the law"

I am sure that if more people drink to excess as well and if some of the illegal drugs are launched o the market if we really advertised this well we could maybe even double that number. The benefit to halting population growth would also be obvious because people would be too stoned to care to procreate at all so in essence you could kill two problems with one stone so to speak.
Turns out the Humans are only slowly learning:

" The World Health Organization has stated that tobacco is set to kill a billion people this century."
Oh yeah and because we would no longer have upward pressure on population growth all those hawks who like to cull a few million now and then with a war here and there, can finally be told to go home.
