The Bush administration is working on a spate of rules it hopes to finalize before its time in power expires. The last-minute rules cover a broad range of policy, but many share a common trait: relaxing existing requirements on businesses. The Bush administration appears to be pushing to deregulate in areas like environmental protection, worker leave, and auto safety. Many of the controversial rules are expected to be finalized in the coming weeks. The administration is pushing to finalize rules in November, not January, in order to assure they cannot be undone by the next president.

No the pain is just beginning. Obama transition team is looking into taking workers pretax on health insurance and 401Ks' to generate more tax revenue. Of course, who will be shafted? The middle class that President Obama has fervently promised to protect.

There has even been talk of taking portions of or all 401K funds and dumping them into Social Security to keep it solvent as well as providing a new source of cash the government can "borrow" from. Question is.. has any of the money borrowed (aka stolen) from Social Security been repaid yet?

Hopefully, the more centrist elements in the new President's inner circle will steer him from such liberal/socialist ideas.

In large part the pain that Bush is responsible for will take a while, and in some cases a long while, to sort out.

As far as midnight hour rules, pardons, and the like; every president seems to think that's ok and they do it regardless of party affiliation. Reagan, Bush(s), Clinton - they all do it.
