Dictatorships.
Without access TO THE PEOPLE directly, there is no hope. I base this on the simple observations of forty five years. Nowhere where dictators rule has all the money in the world helped. Because? Distribution of money and goods is restricted. "Give me the stuff. I'll give it to MY people." said the dictator. And we do. And he don't.
That's about it. As long as tyrants rule, his slaves are hopelessly doomed.
Once this base problem is solved, we can actually move on to discussions of how to raise money and how to help the people move up.
And before anyone tells me that some nations are poor and don't have -- "dictators" then I will just say, yes. Obviously. These nations have a disdain of capitalism. That's their choice. Capitalism is the most widely and successful known method yet discoverd by humans that can create 'disposable' wealth.
We make our choices, and we live with the consequences.
I want to spout a little of my frustration too.
The problem is left and right.
The extreme right think that if a person can't take care of him/her self then they are somehow "morally degenerate". Lefties of all sorts just aren't smart enough to survive our educational system with the ability to reason.
The right has to learn to care. The left has to realize that the UN is an obstacle to the cure, not part of the cure. Not 1 on ten thousand libs can even dare to think about this obvious truth. It violates their programming. Not 1 in ten thousand righties will admit that poor people are not bad people and "reaping gods wrath".
It makes the removal of dictators a very difficult thing, and I don't really think anything will change for another hundred years. Maybe a thousand. Maybe never. Depending if we get blasted to oblivion by nature before we disperse from our nest.
