Are you on drugs?

Surely a prssident with 2 terms has more deaths than a president with only 1?

Are you counting civilian deaths as well (due to illness, etc.)?
Are you taking into account the population growth?

I find it odd that FDR did not seem to have a clue that it was coming, only to seemingly break their code a few month latter at Midway.

It's almost as if he needed that as a catalyst to generate support for war.
