The plot is working with the homeless so they connect somewhere. A temporary shelter address, a library branch, job network resource, anyplace they won't get kicked out. The hope is working with their family and extended community too. Bring them back to medians between noncondemnatory intervention and leaning onto the angelic strangers in our midst.
If that is drumming up conspiracy then listen to those panhandle poster boards, not me.
