He can sign an EO saying everyone has to show up at the local church on Election Day and the vote will be decided by a show of hands if he wants to but it will have no legal effect. The President has no power to tell States how to run elections.

Article I, Section 4, Clause 1:

The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.

In the 2020 elections, one county had over 20,000 ballots from the same address, a GAS station.
