As it should be. Fear is an unproductive reaction to... well, anything.

And spreading that fear for personal gain should be a criminal offense.

Not some statement that goes against, or is in conflict with, something in your mind, which I think may be the problem. Just a flat-out statement that is a definite lie.
Could you do that? I will be first to admit the lie if you post it.
