We have been lucky with North Korea so far, but i don't recall their leaders threaten to use nukes for distruction of other nations either. Iran's leaders have threaten to destroy the little Satan, Israel, and the big Satan, USA. Their military leader has expressed interest in using a nuclear EMP attack against the USA.

I have heard opinions by experts that once this money is released to Iran that it can't be taken back, if Iran breaks the deal. And even if they don't break the deal, Iran has been a strong supporter of terrorism and these billions of dollars will provide them more money to do so. Of course, it also provides them a lot of money to accelerate their weapons programs with more long range missiles and other weapons too.
