Be fair. The City of London is the heart of a criminal conspiracy stretching across the globe by means of diverse, British overseas territories pretending to be autonomous when every law is subject to approval by the British Privy Council.
White collar crime just doesn't require the use of armed police, especially when it is never prosecuted anyway.
The US may have some nasty criminals but the City of London gets to control the proceeds of their crimes.

They handle crime better. They actually protect and serve. Their police officers are trained to defuse situations, not resolve them with a gun. Their politicians protect the citizens, at least when it comes to guns.
