The impeachable offense is authorizing the illegal wiretaps. The Bush Admin has argued that these wiretaps are necessary, but they are making this argument after-the-fact. Can I rob a bank and then after I'm caught, argue that I really Needed the money? The Legal Research Office of Congress as well as American Bar Association, among other non-partisan institutions have publicly declared that the wiretaps are illegal. There are several other potentially impeachable offenses, but with Bush Supporters in both houses of Congress, nothing is even being investigated.

I think Bush might be the only President who has admitted to an impeachable offense while in office.

I dont know enough about law and it is not stated in the quote you have given, to what extent are the actual perpetrators of a crime and people ordering a crime to be commited and people passing on orders for a crime to be commited, responsible or accountable? For example if a soldier commits a war crime as described, but he was ordered to do so is he guilty, is his commander guilty and is the person who was the source of the command guilty?

If some americans voiced thier support for a war crime and the president acted on that, are they also guilty?
