I've skimmed it and find some of what it says concerning local practices by certain Catholic missionaries which occurred 250+ years ago to be generally valid. However, blaming the entirety of Euro conquest and domination on the Inter Catera of 1493 is far fetched; that papal bull was ignored by every country with the Spanish and Portuguese entering into the Treaty of Tordesillas in 1494 which effectively overrode it. https://en.wikipedia.org/wiki/Inter_caetera
In any case, it is exceedingly unlikely that anything the RCC said would have dissuaded the Euro powers from conquering the New World.
