Usually when i get new software i couldn't give a toss about the user agreement and just click accept regardless to whatever it says. Today i got this new Zip reader with this agreement

yeah i think i understand what it says but why? it's just free software
A few years ago to U.S. didn't want powerful encryption software to be expoted to other countires. It would have been considered criminal, on par arms trading.
Which was pretty stupid, but we are talking about government.
This was even before 128bit and 256bit became industry standard.
The military and goverment always want to keep a few years ahead of civilians and especially other countirs. And they usally do.
