If the video is genuine, Obama is saying that "no foreign organization" has committed any acts of terror on U.S. soil. As far as I can tell, this is true. Major terrorist attacks under Obama's tenure have, to my knowledge, been perpetrated by home-grown terrorists. This is opposed to for instance 9/11, which was committed by a foreign organization, Al-Qaeda. Of course the claim is a bit misleading as some of these terrorists have been influenced, albeit not directly controlled by, foreign organizations, ideologies and/or terrorist groups.

If it was merely a technicality, whodey would have had no problem quoting him accurately. The fact that whodey had to lie should tell us it is more than a mere technicality - but then again, whodey lies for no reason most of the time.
