So if Congress passes a law saying, "The President may close the border whenever he feels like it," then the President may do so.
Until then (barring national emergencies where Congress has carved out an exception), persons crossing the border must be processed to determine if they qualify for asylum. (And no, volume of migrants by itself does not constitute an emergency - per the courts.)
That's the law and no President, by himself, can change it. 😆
