@averagejoe1 saidInterestingly this is how it was in NZ, when elections were first held in NZ. Only men and only men that held a certain amount of property could vote. Maori land (pronounced 'marry' ) tended to be communally held so the goobermint of the day bought in 4 race based seats, that is 4 marry* (phonetic spelling of Maori) seats.

A bit later the land holding requirement was relinquished and it was at that time the race based seats should have been abandoned. NZ was the first country to grant women the vote and it is to our great shame the race based seats remain today going through many iterations.
Of course if you have racist electorates you need a race classification system (an on going point of contention for the boards racists; No1, suzi, kev and others) and the NZ system of race classification went through many changes, at one time it was determined as a percentage with the 50/50 people in the middle free to opt for one or the other.
