Well,.....yes, a rich person who has to pay an exorbitant amount of taxes will find he is stymied from innovation and factory-growth. He would have no recourse but to end his business. It takes money to make money, my granny used to say.
With this closing would be lost jobs. I’m just putting it out there. This is some realist philosophy for ‘ya.

One can hardly compare countries in this regard when they have diff economic systems. I am always talking about USA myself. And its companies that run a tight 'budget'.
