They don't teach young black youths how to act proper.

In fact they encourage the usual behavior because then they get to complain and get more donations.

Police in the US are poorly trained and trigger happy; expecting people of a certain race to be more subservient to them as a way of not getting killed is just applying the type of racist stereotypes that are unfortunately too prevalent among law enforcement.
