Zombies cause fear. But since they're brain dead they always hit last. This in combination with their low weapon skill makes them good for one thing, and one thing only: Speed bumps.
Since they're very cheap and easy to cast they do have great uses!
Ghouls on the other hand have two attacks, are poisonous, are skirmishers and I believe they cause fear as well.
Also, they're not undead, which means they stay alive, should you lose your army's general.
They are much more expensive that zombies though.
All in all, individually there's no contest between a zombie and a ghoul. The ghoul wins hands down (or straight forward in their case).
As for the groups, it really depends...

Personally I have to go for hoards of mindless walking death over the more sentient individuals of the undead so Zombies for me!
