Who rises to the top when it comes to governance?

I think the best way to pick leaders is to put the best of society in a room and ask who wants to lead to raise their hand and pick the ones who don't.

It's generally a mixture of wide eyed, idealistic space cadets who genuinely want to make the world a better place, and greedy, snake-like, self-promoting bottom feeders who'd think nothing of slashing their mothers' throats if it allowed them to grab more power and money. Not at all a group that restores my faith in the human condition.
