Those in the military are one such group.
Usually when the government wants the citizens to vote to raise taxes, as a rule, it is to improve the schools or keep the police or fire fighters on the streets etc. Those at the top, who may mismanage the money they were given, never take a pay cut. They just put a gun to our collective heads and demand the cash!
Notice, they NEVER cut funds to stop that war over in Libya or funds to study the mating habits of a homosexual wart hog or money used to build an endless army of drones to spy on it's own law abiding citizens, etc.
