Comparing gang violence in third world countries to gang violence in developed countries is hardly a comparison. It is like comparing the military of Chad to the American military. I think we all can agree that gang violence in America is less of a problem than gang violence in the Sudan.
According to it, there were 587 homicides that were gang related in Los Angeles County alone in 2001. 84 were killed in the gang related violence in the Sudan; where's there a bigger problem?

The rule of law has everything to do with it.

Not "gang related" violence. More than half a million Americans died in our Civil War; was the government of Abraham Lincoln "half-assed"?
