Becasue the Police get just as many 'Brownie points' for arresting people who drop crisp packets, who speed, who sell found golf-balls etc as for arresting and convicting a terrorist.

Choose the easy option to get that extra £10-20 in the pay packet.

In the UK one is presumed innocent until proven guilty - one can not be shown to be guilty without evidense. The UK is not the USA. GITMO is not Parkhurst.
