Congress can't use a law to rewrite the constitution, and the constitution says the president is the chief executive of the United States and the commander and chief.... the founders understood those phrases to mean that the president has the primary responsibility to protect our national security. Alexander Hamilton said it's necessary to protect the communities from attack.... that doesn't mean congress has no power to provide funds. or to cut them off. The War Powers Act gives power to Congress to interfere in war. remove troops , give power to Congress to basically require the commander chief to consult with them and to work with them throughout the whole process?!??! The biggest mistake is a resolution that president pull out troops after an arbitrary 30 days or maybe 60 days, and that means that Congress is actually interfering in the way the military is conducting combat operations, which is a president's power. When the constitution was first introduced in the Philadelphia convention, that the original Congress has the power to 'make' war was changed to declare war because people thought that gave Congress too much authority. Patrick Henry actually got up and said... he might've been Bernie Sanders or AOC.... he said " I'm worried about the president going off on military ventures. How are you gonna stop him?" James Madison doesn't get up and say that the declare war clause will stop the president. Instead, he says Congress will have to cut off funds because the power of the purse is the ultimate check of the people on the executive branch.
