I got to thinking about the problem of people on a soapbox. What about some rules?:
1. Only an ID with more than 500 moves can post
2. Anyone can yellow-card a post for any reason
3. Whoever starts a thread is the "referee" for that thread. The referee decides to confirm or anull any yellow-card
4. Five yellow cards and that ID is booted from that thread
5. An ID that is booted from 5 threads in the same forum is booted from that Forum for a year.
Thoughts?

I agree that there nees to be some kind of threshold befiore a user gets posting rights. Perhaps this could a rolling total too - if a user hasn't moved in 3 months, they lose posting rights.
I don't think your yellow card idea is a runner - we can already alert posts.
The ability to get a user banned would just lead to witch-hunts, with people ganging up to yellowcard posts to remove someone they disagreed with.

The witch-hunt is a good point. People have to know they are being yellow-carded and have time to react. Time and ID relationships might be the key...

So just because Redmike posts in 5 different threads started by rabid capitalists all of whom hate his guts and cross-yellow card him -- he would still probably not be banned from that Forum. (Unless the mods are also rabid capitalists 😉)
Also going back in the thread archives to bring past offences forward should also be excluded.
