In Pontoon, the British version of Blackjack the dealer
does not display his first card. (Perhaps Trev has them mixed up.)
When I played you could not stick on 16 or under (this included the dealer).

If it is toward the end and there have been a bunch of face cards shown, then yes, you hit it if the dealer shows 9 or better

The dealer only displays their second card.
The player always has the option to hit or stand until their total exceeds 21 then they are considered "bust".
The dealer must always hit 16 and under and may never hit 17 or above.
These are the rules and they are universal.
There is a variation where all cards are dealt face up (player's and the dealer's)
In this variation, there is no bonus paid on a blackjack, whereas it is usually 1.5 to 1 payout.
This game is generally where they are instructing the dealers to speed count and recognize hands.
It is fairly scarce and they don't allow very large wagers.
It makes all of the player's decisions pretty easy when the player trails, but there are no guarantees of victory.

Although, nowadays, with the automatic card shufflers being employed,
card counting is nearly impossible as they are playing a single deck and shuffling every hand.
It is also tough in a 4 or 6 deck shoe where they only deal about 2/3 of the way through the shoe before they shuffle.
If you can get a single deck game, that is always preferred.
To do well against the casino, you must play perfect and then get some luck.
The house edge is around 1.2 % without the automatic shufflers, and nearly 2% with them.
