i have read the daily mail website for years.

why do "councils" have so much authority over housing and life issues for the people who live there.

to me, an american living a free utah, it appears to be stalinist.

They are the elected local councils and responsible for local budgets. Nothing Stalinist about it.

The councils are just how power is delegated. Someone has to make the decisions, and it is the government delegating it to the councils.

The Daily Mail is a bit extreme right-wing. At one point Wikipedia listed it as an unrealiable news source and banned their staff from editing articles, as they took such an extreme viewpoint. They like printing inaccurate stories taking a controversial stance to get attention.
A more balanced way might be to read The Times (right-wing) and the Guardian (left-wing) and average them out.
They both stick to the truth, but focus on topics that support their political viewpoint, so a bit of both should get the full picture.

I assume you're referring to city and county councils. Before you label them as "Stalinist" you might consider that people living suburban and city areas want it that way. Examples: Deciding the location of school bus and rail line and stops which move students and employees to schools and business centers requires planning and coordination with school districts, business leaders and transit authorities. Allowing 1 homeowner to operate a private waste recycling business next to a medical clinic might not be a smart idea. Not all of us live in northern Utah, and sometimes land use planning is helpful.
