Seriously though I killed about 6 terrorists without any casualties, and still they kept coming.

No idea... but I wasn't going to continue being that patient! At one point my screen was filled with terrorists, but still the civilians kept apprearing.

Perhaps the moral is that no-one mourns a terrorist ?

I don't know what this is trying to convey, other than that dogs are quite hard to hit with cruise missiles.
