That's not racist then that's classist.
Such issues are quite common in "government hospitals". A few more examples:
1.The airlines industry in the country has grown by over 30% per year over the last 5 years. However, the government owned airline company has continously been posting losses and they have been increasing every year.
2.Their telephone companies are the least competitive and least preferred in the country, where they have total control of the policies.
3.Infrastructure-wise, delhi is the only city which appears to be making any progress at all.
4. A city like Calcutta still has over 8-10 bandhs(strikes) a year. And wat it means is that no unit, organization can remain open, and no transport (even private vehicles) is allowed to travel on the roads.
The only place that the tax-payers money goes is into the pockets of the so-called "leaders".

Why, here the government simply gives one of the "failing" airlines billions of dollars to bail them out every time business gets slow (economists suspect there may be a seasonal trend at work, but more study is needed to be sure). The airline uses this taxpayer money to give its executives millions in bonuses, perks, and severance packages. Having accomplished nothing with the taxpayer's money (largely paid by the working class), the airline raise fares. Business trickles down to more streamlined carriers with slighlty less overpaid executives and less palatable in-flight meals. The major air carrier, still in a state of bankruptcy, renegotiates its contract with unionized employees. Since it is "bankrupt" the carrier can't offer the union much, and oops, it spent a good chunk of their pension fund already. Rinse, repeat.

The only ones who really benefit are at top flying in their own private jets, waiting on their golden parachute.
