That law is in force in Holland since January this year, but not with the high sanctions as in Ireland. People have to smoke at special 'smoke-columns' in train stations, and there are special ventilated cubicles available where you can smoke for a couple of minutes at your work. It looks ridiculous, but I think it is a good law.
