I have found that i am playing against an opponent who does not make any move when in an inferior position, and loses his games by move timeout, and does not resign, while moving frquently in all is other games, although this is certainly within the rules, i would like to not ever play him again, is there a possibility to ban him from future games with me?

If he tries to play you again delete the game in the first three moves.
But also it is true to say you can't win by resigning - so he has every right to mess you around within the time perimeters of the game.
