When you wrap something up in bubblewrap, do you wrap it with the bubbles on the inside or on the outside?

The bubbles provide protection regardless of placement inside or outside.
I tend to believe they should be on outside based on numerous packages I have received, and also the rolls of the stuff we have here at work. They have adhesive on the flat side. Placing bubbles on inside would result in bubble wrap sticking to everything it touches.
