That is the old method, which doesn't work since the new interface arrived.
Now, you just find the person's profile and click on "add buddy". The old way always insisted on a perfectly correct spelling of the person's name, including spaces and capitals, so this is a great improvement.

I'm simply pointing out that he first step to adding a buddy to your buddy list is to find a buddy.
