If you smoke a "normal" tobacco cigarette you don't experience lungcancer either. You get those diseases using these products.

Legalising dope has nothing to do with welfare issues regarding children, it is about the right of adults to make responsible decisions in their own place of residence. The only way the government can effectively police a child wanting to kid hold of dope is to legalise it and control its sale. Do we really trust the current fail safe of a dealer having the morals not to sell to a 15 year old child?
