I see that we have to wait an extra second for 2017.
Apparently the Earth's rotation is slowing due to the increase in population.

The slow down has nothing to do with population, since population tends to be on a very small rim on the globe, being unable to chnage inertia. It is the moon pulling on this invisible string...

Population is increasing exponentially and people are getting heavier.
That has far more effect than invisible string!!!

Since most of the population is located in the northern hemisphere, why aren't we getting more of an axis tilt?

It's because the planet is top heavy that it is tilted.

Lots of elephants live in the Southern hemisphere.

You should mark your jokes as joke otherwise you risk explanations:

So you have a rotating sphere. The velocity of Rotation is altering when moving mass from or to the axis.

The world Population lives in the majority bewteen sea Level and about 1000 high. The radius of the earth is approximatelly 6880000 m. So any dislocation of mass between vegeation and human mass is negligeable.

Uf you however move a lot of mass over a Long distance like in teh Chilean erathquale you get an effect.

I moved from the northern hemisphere to the southern hemisphere 25 years ago. But I let the Greenwich Observatory know,

No, it was me. I parachuted down to Earth but when I hit, I accidentally scrapped ground the wrong way, slowed down Earth's rotation a bit. Sorry, will be more careful next time.
