If I participated in an offline tournament could I use my Red Hot Pawn rating to be placed in an offline tournament?

No. There is no (direct) relation between RHP ratings and other ratings. And there is also no relation between correspondemce ratings and otb ratings. So if you take part in a OTB tournament your RHP rating will ot be representative of your strength.
