Your rating will be change but only if there have been sufficient moves
in the game. If the game has less than three moves (?) each it won't
change either player's rating. I think if you look at the 'Manage
Games' screen there will be games that you can delete and those that
you can't - this is because of the number of moves made as well.

If I claim a win after a timeout - does my rating get effected? It
seems to not change - which would seem not fair because if I see that
I am losing a game I can just timeout and let the other person "Claim
win" and my rating doesn't change.
