I once saw a documentary on TV where they skinned a dog while it was still alive so that the quality of the skin would be the best. The dog was tied to a fence with barbwire around its neck so it wouldn't be able to get away.
It squeeled and twisted and turned as they slowly cut and pulled the skin off the poor thing. I was in tears and inner turmoil when ...[text shortened]... is such a lousy place. He's mad at us for allowing him to be skinned while physically alive.

But Cambodians do eat dog and there is no dog problem there, and having spent a deal of time in Cambodia I can tell you they taste better than pork when prepared in the crispy wafers that is the common way to eat them.
I bought a thai cookbook entitled, "1001 ways to wok your dog"
Chinese also eat dog but havent seen any at the market except for what I assume are pet puppies.
