I would expect to be timed out regardless of flags as it is an integral rule of the game to prevent endless games.

I would not play opponents known for this kind of behaviour (unless pitted against in a clan or tournament match), and I suspect there are quite a few players here that would also see a policy of timing out vacationers as reason to turn down challenges.
