In fact they are trying to change laws so if you are caught urinating, you get cited but you aren't a sex offender.
However Ft Collins and Larimer county have laws against public urination, so peeing outside can be legal problems. My experience is, hide in the willows and brush to do your business. And pine cones and needles are a poor choice for wiping.
