I tried one a few months back deleted some pics i got rid of the day before only two out of twelve was recovered and one of them had a green line through it, but works fine if you delete something then recover a few seconds after.
If that's the case you need something a little more sophisticated to restore the file since you will have to read magnetic layers (so to speak). That would require hardware specifically designed for this purpose. Too expensive for average Joe, so you could contact a company specialising in retrieving information from damaged harddrives and the like. But you'd only do that if the files are truly important to you, right?
The best way to prevent something like this happening is to not empty the bin until you're pretty sure you won't be needing those files again.
