My opponent has dropped over 300 rating points over the course of our single game. He was up over 1850; now is less than 1550. I'm a little shy of 1700. I am winning and was hoping for a nice rating boost; now I'm afraid my rating will remain uneffected. Question: new ratings are adjusted based on players' ratings at the time of the end of a game, not at the beginning, right?

If they are loosing other games while playing you it may reflect the rating change as your game goes on.

End-of-game rating is the one used. Unfortunately this happens quite often, there have been suggestions that something other than end-of-game rating should be used but the debate's never become aggravated enough to prompt a change in the way the site operates.
If it's any consolation, after about 10 more completed games your rating will be perhaps 10 points different from where it would have been if he hadn't taken the dive.
