You know, it's funny. Almost all of these wierd statements seem to come about from a complete misunderstanding of when to substitute the meaning of a word. If you look at this one, he obviously means that he wants to bring back justice to Iraq, where it didn't exist before. He just forms the sentances all wrong. 🙄
