From the road going towards the Malibu Club from the Ocean Hotel (your first save point) there is a short park with palm trees and a PCJ bike. Grab that and the mission begins.

It's tough. My hardest part in GTA: VC was the radio controlled helicopter bombing mission (on PC). Had to eventually cheat and download a savegame to bypass that part. The seaplane mission where you have to drop the flyers was also really tough but I eventually managed it.

GTA: San Andreas is now out on PC - I'll just have to go get it, even though I can't really afford it ATM 8-(

The races are hardest for me. I cheated on the g-spotlight and used a helicopter rather than a motorcycle. GTA San Andreas is fun, but very overwhelming.

Yes. That's where I gave up. It's impossible with a mouse and keyboard.

Simple helicopter controls.

If you are using the WASD for front left right backwards, etc, simply have your left hand there, and rebind the helicopter keys to...

Lean Forward - Numpad 8
Lean Backward - Numpad 2
Left - Numpad 4
Right - Numpad 6
Turn Left (on spot) - Numpad 7
Turn Right (on spot) - numpad 9

Use your left hand to manipulate the copter, while using your right the accelerate, decelerate, etc. A lot easier than the mouse. This scheme also makes it a lot easier to pull stoppies and wheelies.
