David ... "Ah, it's like in chess. First you stratigically position your pieces and when the timing's right you strike. They're positioning themselves all over the world using this one signal to synchronize their efforts, and in approximately six hours the signal's gonna disappear and the countdown's gonna be over."

I don't recall the names but that's Blazing Saddles. A lot of people haven't seen the uncensored version so maybe have missed that.
