Yes, to pass judgement on him we need to wait.
But drugs seems to be ruining this sport - some guys were banned before the race started, as well.
The only way forward I can see on this is to test everyone. As tedious and time consuming that it would be. Then everyone would know that they just wouldn't get away with it.
EDIT Either that or just ban sport on a competetive level full stop. Suppose that would work. 🙁

HGH is very hard to test for, and requires a blood test. They say they are about 2 years away from a urin test being ready.
