I think it's both. I think its only practical for smaller things though because there isn't as much of it. So steel is the best choice.

Titanium is the strongest but it is heavy, so I don't craft swords with it.

I coke my own iron with the Bessemer process then make my swords the way Masamune used to...

one layer of iron sandwiched between 2 layers of steel, caked in clay, sharpened on a whetstone, clay cracked, left out to dry.

And I most always put some sort of signature in my blades.

Titanium is lighter than steel and stronger and somewhat heavier than aluminum, that is why it is used in aircraft so much. But it is brittle so it wouldn't necessarily make a great sword but it would hold a great edge.
