I think this is a bad idea. I have finished lots of games in one day and I promise I am not a cheater. 🙂

I would suggest to make things more difficult for these people to not rate a game prior to its 4th move. No real game would be affected and it would take 8-times as long for someone to cheats its way up (resulting in less work for Russ)
