What is needed is creative ways to use the vacated buildings. I like the table tennis place in St Johns Market and the indoor minigolf by Liverpool one. Sell social community activities to the Young who want to be out in the centre and get them off the street.
I like the zero waste stores to get people out as don't want the packaging and waste of delivery. The High Street has to adapt to the technological revolution and the virtual world. Things evolve fast these days.
Board game café has sprung up by us. What the virtual world can't give you is face to face social contact. They need to sell that on the high street. Subsidise as investment in preventative mental health or just let the market make the spaces cheaper as no demand from traditional retail.
