I wouldn't turn up at an event organized for a group of people from here [and that's even assuming I were invited].
For most people here, if they were travelling with their families or partners or in ones or twos and at most, maybe a group of three, I'd hope that they'd contact and be up for a drink or a meal or a day out as they pass through, or anything up to a week of seeing sights and doing stuff if they were people I already know well or have a shared affinity with.
There are no doubt people here who'd not bother to get in touch if they were in town, just as there are those I'd opt out of meeting. No problem there.
No cocktail parties though no mass meet ups, no permutations of numerous strangers.
