He can be a nice guy, I don't understand why keeps getting himself in trouble. I can't say much I use to be the same way, took me a while to learn too I guess.

The famous quote made by him had a double meaning. (Namely that he wasn't taking his mental health medication, as neither beans or alcohol were permitted due to possible side effects).

So when he said, 'I ate his liver with some fava beans and a nice chianti," he was basically telling Clarice that he wasn't compliant with his meds.
